Although India and Russia do not have a bilateral free trade agreement, they plan to cooperate to remove trade barriers through dialogues on platforms such as the proposed trade pact between the Eurasian Economic Union (EEU) and India. Russian sinologist Alexander Lukin argues that Russian officials have accepted that “cooperation with the West cannot be fully restored after 2014,” leading to a “methodical and deeply rooted shift toWard China.”  In addition to bilateral trade, which exceeded $100 billion in 2018, Russia also needs Chinese investment to meet its development needs. They also share a common opposition to US HEGEMONY and a focus on sovereignty, territorial integrity, non-interference in internal affairs, equality and mutual benefit. The imposition of Western sanctions after the Ukraine crisis and the annexation of Crimea meant that Russia had to look for a “strong external partner,” which led to a “more ambitious turn to China.”  On the ground, this meant the sale of the S400 compressed air missile defense system and Su35 fighter jets (which overturn a decades-old policy), which will have a direct impact on the balance of power in Taiwan and the start of joint naval exercises (2015). In 2016, India ranked 17th on the Russian list as a trading partner, while Russia ranked 26th. According to a report by the India-Russia Joint Study Group, India accounted on average for only 1.1% of total Russian trade in 2005-2006.
